(Screenshot: Municipality of Tantramar council livestream).

Tantramar’s Climate Change Advisory Committee is urging council to push for stronger environmental safeguards at the proposed RIGS gas plant near Centre Village, saying the province’s approval leaves important questions about monitoring and public access to information unanswered.

Doug Bliss, who chairs the committee, brought its findings to Monday’s Committee of the Whole meeting after members spent several weeks examining the 45 conditions attached to the province’s approval. The committee is particularly concerned about how the plant’s effects on air quality and groundwater would be tracked, and whether Tantramar would receive enough information to respond to problems.

“In the opinion of the Climate Change Advisory Committee, the environmental assessment requirements represent minimum standards that do not adequately address the concerns of this council nor the people of Tantramar,” Bliss said.

The review followed council discussions in September, when the committee was asked to examine the conditions. Bliss told councillors that several members had experience with government environmental assessments, and described the findings as their collective professional opinion.

The province approved the proposed 500-megawatt facility in August. PROENERGY will develop and operate the plant, which NB Power says is needed to provide backup electricity and help maintain grid stability.

Bliss said the committee found many of the requirements were similar to those used for other industrial projects in New Brunswick. He argued they did not go far enough in setting specific expectations for the gas turbines planned near Centre Village.

How soon would monitoring results be available?

The timing of environmental reports was among the committee’s main concerns.

Under the approval, PROENERGY must measure water use and levels in its production wells at least five days a week. The records are submitted to the province annually, within 90 days of the reporting year’s end. Groundwater monitoring reports follow the same schedule.

That could leave a considerable gap between measurements being taken and the information reaching regulators through the regular reporting process. Bliss told council the first year’s results could take as long as 15 months to arrive. He argued that more frequent access to those results would help households with private wells identify changes before they become serious problems.

The provincial approval does include requirements for dealing with complaints about private wells. PROENERGY must investigate concerns from neighbouring water users who believe the plant has affected their supply. If the company is found responsible, it must provide temporary water or address permanent damage.

Bliss wants a system that would also alert nearby households when specified environmental limits are exceeded, without requiring them to first notice a problem and file a complaint.

The committee raised similar concerns about air emissions. Although the approval requires monitoring and a plan for responding to pollution exceedances, Bliss questioned whether annual averages would adequately show shorter periods of elevated emissions when the turbines start up.

The committee also looked at how often the plant would be allowed to generate electricity. Under the province’s conditions, generation is limited to 17 per cent of total operating hours over a rolling 12-month period. The company could apply to increase that amount, though it would need provincial approval of an environmental assessment amendment before exceeding the limit. Bliss questioned whether the possibility of changing the limit provided enough certainty about how the plant would operate in the future.

Seeking a seat at the table

The committee’s review also found that Tantramar has little formal involvement in the environmental plans that PROENERGY must submit to the province.

Bliss said the municipality is named as a participant in only one of the approval conditions, involving emergency and fire safety planning with the Tantramar Fire Department. The remaining conditions do not specifically require Tantramar to review monitoring plans or receive copies after provincial approval.

Rather than relying entirely on the existing requirements, Bliss suggested council approach PROENERGY, NB Power and the provincial government about additional commitments.

“I think there is a path forward for you to sit down with the three major players here, which we identify as PROENERGY themselves, NB Power in particular, and also the government of New Brunswick to say, you know, we want higher standards,” he said.

Bliss raised the possibility of formal agreements between the municipality and those involved in the project. He also wants environmental readings posted online so anyone interested in the plant’s operations could look at the figures themselves. The project’s current public notification strategy deals with matters such as construction updates, newsletters and meetings with municipal officials, rather than providing the ongoing access to environmental readings Bliss is proposing.

Deputy Mayor Josh Goguen expressed interest in an online dashboard showing environmental monitoring results. He said he would speak with the mayor and chief administrative officer about opening discussions with the organizations involved.

Councillor Alyssa Greene questioned how the municipality would manage that responsibility, particularly with budget discussions underway.

“You know, great if they’re sending us data, but what are we gonna do with it? You know, who’s gonna look at it? Who’s gonna make sure that it’s being followed?” she asked.

Bliss said the committee had been recommending dedicated municipal staff time for environmental matters for several years.

Mayor questioned about council’s response

Later in the meeting, Mayor Debbie Wiggins-Colwell was asked whether Tantramar would seek additional protections following the committee’s findings.

Tantramar Mayor Debbie Wiggins-Colwell reads from her mayor’s report during Monday’s Committee of the Whole meeting. (Screenshot: Municipality of Tantramar council livestream).

The question referred to an earlier statement from the mayor following the province’s approval. At the time, she had expressed the expectation that public concerns would be addressed through the environmental conditions.

She was asked whether Tantramar would now call on the proponents to consult the municipality about protecting air and water quality, controlling noise and safeguarding public health.

Wiggins-Colwell said council had already passed along concerns about the project to the agencies responsible for reviewing it.

“The municipality role is to focus on local matters within our authority, while decisions about environmental approval, monitoring, and enforcement are made by provincial and federal regulatories,” she said.

The mayor said council would continue advocating for clear information and accountability. She also pointed to assurances from NB Power, RIGS and government regulators that they would provide updates on the approval conditions.

When asked how the municipality would follow up on the committee’s recommendation for regular monitoring reports, Wiggins-Colwell said representatives involved in the project had indicated they were willing to return to council to answer questions.

Wiggins-Colwell did not outline a process for negotiating the additional safeguards sought by the committee. Goguen said he would raise the matter with municipal leadership, although no timeline was given for deciding whether Tantramar would pursue the proposed agreements.

Tantramar’s Climate Change Advisory Committee is urging council to push for stronger environmental safeguards at the proposed RIGS gas plant near Centre Village, saying the province’s approval leaves important questions […]

[472,482,558

post-101616","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-news","category-front-page","category-weekly

Tantramar climate committee urges council to seek stronger gas plant safeguards »
