Roy recalls when the anonymous allegation first appeared as graffiti on a bathroom stall\u2013and then proliferated on social media\u2013back in August and September 2018. The graffiti equated someone at Mount Allison to Harvey Weinstein, the then-accused and now-convicted rapist.<\/p>\n\n\n\n

The event sparked Roy\u2019s activism around sexual violence. She says the repeated appearance of graffiti on Mount Allison walls, even after being erased or covered over, worried her. \u201cFor me, it was clearly a cry for help,\u201d says Roy. \u201cA cry for the university to do something.\u201d<\/p>\n\n\n\n

At the time, Roy met with the university\u2019s sexual violence prevention advisor and pushed for action. \u201cI really, really wanted the university to investigate,\u201d says Roy, \u201cand they refused to.\u201d<\/p>\n\n\n\n

Mount Allison University has confirmed that they indeed did not investigate the anonymous allegation from 2018. Rob Hiscock, Mount Allison\u2019s director of marketing and communications, responded via email to say that it would be \u201cimpossible\u201d to have done so.<\/p>\n\n\n\n

\u201cNo disclosure of misconduct or formal complaint was reported related to the graffiti that was found on campus in 2018,\u201d writes Hiscock. \u201cBy definition, anonymous and unattributed claims are impossible for the University to investigate.\u201d<\/p>\n\n\n\n

Roy says the lack of action by the university in absence of a formal complaint is problematic. \u201cThat for me was one of my first experiences where I realized that the policy wasn\u2019t working on campus,\u201d says Roy. \u201cThat Mount Allison was able to report low numbers of sexual violence because nobody wanted to come forward, as they would have to formally put their names [down].\u201d<\/p>\n\n\n\n

Making a formal report, especially against someone of higher authority, is scary, says Roy. \u201cSometimes it\u2019s terrifying,\u201d she says. \u201cAnd it\u2019s a personal choice.\u201d<\/p>\n\n\n\n

But regardless of the formality of the complaint, Roy still thinks the university has a duty to investigate, \u201cespecially if it\u2019s someone of authority on their campus.\u201d<\/p>\n\n\n\n

\u201cI understand that charges can\u2019t be laid,\u201d says Roy. \u201cBut I think there needs to be a certain process where it\u2019s acknowledged, and in a way, it\u2019s somewhat investigated. Again, especially if it\u2019s someone of authority that is paid by Mount Allison. There needs to be an HR process.\u201d<\/p>\n\n\n\n

CHMA has had no contact with the person who created the anonymous graffiti or the person who posted it on social media, and for legal reasons cannot provide further information about the anonymous allegation.<\/p>\n\n\n\n

UNIVERSITY POLICY “ENCOURAGES THAT NOTHING BE DONE”<\/strong><\/p>\n\n\n\n

Roy says she doesn\u2019t believe Mount Allison\u2019s policies prevent them from looking into an allegation such as the repeated graffiti from 2018, but she says the policy \u201cencourages that nothing be done.\u201d<\/p>\n\n\n\n

In the end, says Roy, the policy is \u201cnot there to protect people. I think it\u2019s there to protect themselves, so they don\u2019t have to go through the process. Because if they decide to investigate a certain person, there\u2019s a lot of legality, there\u2019s unions, there\u2019s different things involved, and it just gets complicated.\u201d<\/p>\n\n\n\n

Roy holds out hope that the independent review of Mount Allison policies and procedures on sexual violence will take into account situations such as the anonymous allegation.<\/p>\n\n\n\n

The Canadian Centre for Legal Innovation in Sexual Assault Response<\/a> (CCLISAR) is the group hired to review current policies, consult the university community, and report back in June with recommendations. Roy says the consultants at CCLISAR have been made aware of the course of events surrounding the 2018 allegation.<\/p>\n\n\n\n

THE CHOICE TO REPORT IS PERSONAL, SAYS ROY<\/strong><\/p>\n\n\n\n

Roy herself has chosen to report sexual assault in the past, choosing to tell her story publicly last November. But ultimately it\u2019s a personal choice, she says, and there are reasons for people to chose either path.<\/p>\n\n\n\n

\u201cFor a lot of people, I think it\u2019s hard to understand why someone wouldn\u2019t want to report,\u201d says Roy. \u201cBut there needs to be a deep understanding that it\u2019s not one person\u2019s responsibility to protect other people.\u201d<\/p>\n\n\n\n

Reporting comes with potential for more trauma, says Roy, especially when it results in no action or consequences. It\u2019s also time consuming, and comes with risk of retaliation.<\/p>\n\n\n\n

\u201cPeople really fear retaliation,\u201d says Roy, \u201cand there\u2019s not much done on campus to protect you against retaliation. I\u2019ve known people who have suffered retaliation because they have decided to formally report, and it\u2019s just a terrifying and traumatizing experience that really stays with you and gives you a whole new sense of fear.\u201d<\/p>\n\n\n\n

There are also pros to reporting, says Roy. \u201cIt\u2019s liberating for some people to be able to tell their stories and formally put it down.\u201d While there is a risk that no action will be taken, there is also the chance that it will. An investigation, and consequences applied as a result, can feel like justice. \u201cHonestly,\u201d says Roy, \u201ceven just the investigation process sometimes is enough to scare people into acknowledging what they\u2019ve done and reflecting on their actions.\u201d<\/p>\n\n\n\n

But Roy is careful to stress that she doesn\u2019t mean it\u2019s always the right thing to do. \u201cIt\u2019s your own personal choice, and there should never be pressure,\u201d she says.<\/p>\n\n\n\n

Roy advises anyone considering reporting to contact Crossroads for Women, also known as the South East Sexual Assault Centre.<\/p>\n\n\n\n

\u201cThey have an outreach officer, Melissa, and she\u2019s here in Sackville,\u201d says Roy. \u201cShe\u2019s able to do phone calls, texting, emails, in person meetings. She is the best advocate because she she works closely with the university right now\u2026 but she is completely independent from the university. So she has your intentions in mind,\u201d says Roy.<\/p>\n\n\n\n

Michelle Roy says formally reporting sexual violence is a personal choice with both pros and cons, and that Mount Allison needs some sort of process for handling informal allegations, especially against people in positions of
