Recreational fishing and hunting seasons are no longer delayed. Post secondary students that require access to campus to fulfill course requirements are allowed to do so. Church goers can attend outside services in their vehicles, and carpooling with one passenger in the back seat is okay.

And Premier Higgs announced a small but significant change to household isolation rules:

“Effectively immediately, households may now choose to spend time with one another with with one other household. assuming of course both households agree the selection is not interchangeable“

The premier added that large gatherings, such as festivals, concerts, and sporting events will not be allowed until at least December 31.

Dr Russell hammered the point that all public health guidelines still need to be met, including hand-washing, not touching your face, physical distancing with anyone outside your bubble.

“Everyone must keep doing what you have been doing. Everyone must continue to practice physical distancing when you go when you go out and when it is not possible to keep a space of two meters between yourself and others. It is strongly recommended that you wear a non medical mask known as a community face mask that covers your mouth and nose…

If we see three outbreaks of COVID-19 not related to one another in a six day period, or cases linked to a mass gathering that cannot be fully traced, we will immediately move back to the restrictions that are in place today.”

Russell explained that testing will continue as it is now, with test administered to anyone with 2 out of five symptoms. But that may expand to only 1 symptom triggering a test, and even larger scale testing in the future.

“So as we have moved through the pandemic, at this point in time, our case criteria, case definitions have changed. Therefore, our testing criteria have changed and evolved. And as we have progressed, we are now at the point where we’re at two out of five symptoms for the population to be tested. But in addition to that, going in the longer term that will continue and perhaps even have only one symptom out of the five, but we’re also testing we’re continuing our Sentinel testing and emergency departments as well as in hospitals…. we actually have put in place recently, a rapid response Team. So when we do know of of a vulnerable population or an institutional setting that needs to be tested very, very quickly, we have the capability to be able to do that in very quick order and have those test results back very, very quickly. So prioritizing healthcare workers prioritizing people who work in health care facilities and nursing homes etc. and vulnerable populations, that will be part of our approach moving forward. And then eventually in the longer term, as supplies are available and as the technology is available, we would move into testing on a on a on a larger scale and also eventually when serum testing is available to test for antibodies and for people who may have already had the disease.“

Higgs said he expects the partial lifting of restrictions will result in new cases, and Russell made clear that restrictions would be put back in place if there were three unrelated outbreaks within a six day period, or cases linked to a mass gathering that cannot be fully traced. Russell was asked about the likelihood that these restrictions will have to be reinstated:

“The more careful people are the less likely that will be to happen. Is it possible is it predictable? Is it a likelihood I think it is a likelihood is a possibility. But again, the degree to which we all do our part and all try it To follow the public health measures as they roll out, I think that will be what dictates our success. And as Mr. Kuhn said, you know, we have to live with this virus as we know it’s going to be with us. We can’t stamp it out completely. We know that. And so that’s why we are prepared over the next 18 to 24 months to learn how to live with it in the safest way possible to avoid research and says as much as possible“

As of Sunday, New Brunswick has had eight days in a row with no new reported cases of COVID-19 in the province.
