{"id":2436,"date":"2020-05-11T08:24:21","date_gmt":"2020-05-11T11:24:21","guid":{"rendered":"http:\/\/www.chmafm.com\/welcome\/?p=2436"},"modified":"2020-05-11T10:26:31","modified_gmt":"2020-05-11T13:26:31","slug":"news-script-may-11-2020","status":"publish","type":"post","link":"https:\/\/www.chmafm.com\/welcome\/news-script-may-11-2020\/","title":{"rendered":"News script May 11 2020"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong>TEASER (for reading earlier in the show or the hour, at your discretion):<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Coming up shortly on CHMA, the daily news roundup, with the following local stories:&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Phase two of New Brunswick\u2019s COVID reopening,<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mount Allison gets a new Provost,<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And, Premier Higgs wants you to step up for your New Brunswick<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That\u2019s coming up on the CHMA daily news roundup in ______  minutes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>NEWS:<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And now for the CHMA daily news roundup:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The province reported no new cases of COVID-19 over the weekend in New Brunswick.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Friday, Premier Blaine Higgs announced the second phase of the New Brunswick recovery plan.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>AUDIO CLIP Higgs clip 1<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-audio\"><audio controls src=\"https:\/\/www.chmafm.com\/welcome\/\/wp-content\/uploads\/2020\/05\/Higgs-clip-1-1.mp3\"><\/audio><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Beginning today, we will move further into phase two or the orange level, where we will continue to balance the reopening of businesses and activities, while actively working to prevent a resurgence of transmission<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Restaurants and non-essential retail businesses which had been ordered shut on March 19 are now allowed to open, provided they have a COVID-19 operational plan in place to ensure physical distancing and other public health rules are met.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Elective surgeries and other non-emergency health services, including dental, physiotherapy, optometry and massage therapy are now allowed.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The limit on outdoor gatherings with physical distancing has increased from 5 to 10 or fewer people.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The limit has also increased to 10 for indoor religious services, weddings and funerals, all with physical distancing rules in place.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cultural venues such as museums, galleries and libraries are now allowed to open.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Campgrounds and outdoor recreational activities, such as zoos, outfitters, and ATV trails are now allowed to open.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Licensed day cares won\u2019t be allowed to open until next week, on May 19th, though non-regulated child care and day camps are now permitted to open with an COVID-19 operational plan in place.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new rules will also make it possible for universities like Mount Allison to offer in-person classes again. But Higgs says that virtual options should continue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>AUDIO Higgs clip 2<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-audio\"><audio controls src=\"https:\/\/www.chmafm.com\/welcome\/\/wp-content\/uploads\/2020\/05\/Higgs-clip-2.mp3\"><\/audio><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><em>post secondary institutions may now open subject to COVID-19 directives from public health, including physical distancing measures. However, Virtual Education options should be continued wherever possible.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mount Allison president Jean-Paul Boudreau issued a statement on Saturday saying that<strong> the Mount Allison campus remains closed, and access to campus continues to be limited to critical services only.<\/strong>  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mount Allison is offering spring and summer classes virtually, through self-directed learning platforms.   <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Boudreau says the university will update its plan for the summer by May 15th.<\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p class=\"wp-block-paragraph\">Chief Medical Officer of Health Jennifer Russell says the province&#8217;s move to further reopen is based on a calculated risk that includes health factors beyond the virus:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>AUDIO Russell clip 3<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-audio\"><audio controls src=\"https:\/\/www.chmafm.com\/welcome\/\/wp-content\/uploads\/2020\/05\/Russell-clip-3.mp3\"><\/audio><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><em>We are moving in the knowledge that the virus is still with us and will be with us for some time to come. We are moving with an understanding of how we can slow the spread of the virus and deal with new outbreaks as they occur. We are moving with a determination to keep everyone healthy and safe to protect our healthcare system and those who work in it and to shelter our most vulnerable risk. From the worst effects of this disease, we have assessed the risks and the steps we are taking today. But there are risks as there are in anything that we do.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>&#8230;And yes, I get that it&#8217;s it&#8217;s nerve wracking and it can cause some anxiety. And as anxious as I am about the impact of opening up, I&#8217;m just as concerned about what happens if we don&#8217;t open up My job is to improve, promote and protect the health of new brunswickers. And I need to think about all of the things that make brunswickers healthy.&nbsp;<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>&#8230;So the socio economic impact on someone&#8217;s health, personal individual behaviors and their impact on a person&#8217;s health, the health care system, their environment, all of these things are really important when we&#8217;re focusing on on the population health. And our focus has been protecting people in our health in our health care system from COVID-19. And we have all done that very well. And so we are at a stage now to balance the risks and consider the full impact of our social, economic and mental well being.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The re-opening plan includes an increased use of masks.&nbsp; Russell says that anyone unable to maintain 2 metres of physical distance is now required to wear a community face mask covering their nose and mouth.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Children are exempt from the mask requirement, along with people who have trouble breathing or are unable to move their mask without assistance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russell again encouraged New Brunswickers not to hesitate to call 811 or get tested for COVID-19. She also added a special request to anyone returning to work:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Audio Russell <\/strong>clip 5<\/p>\n\n\n\n<figure class=\"wp-block-audio\"><audio controls src=\"https:\/\/www.chmafm.com\/welcome\/\/wp-content\/uploads\/2020\/05\/Russell-clip-5-1.mp3\"><\/audio><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><em>before COVID-19 happened. I know many people would go to work when they were not feeling well, they would go to work and push through it thinking oh, I have work to do and I can&#8217;t let my colleagues down. You will be letting new brunswickers down if you go to work with symptoms have a very low threshold to get tested for for COVID-19 and call 811. This is what is going to allow us to continue lifting restrictions to continue functioning in our society and having an economy that&#8217;s functional.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Over the past week, New Brunswick public health has reported an average of 344 new test results per day. The South East region has been reporting 102 tests per day.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">_____<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At Friday\u2019s press conference the Premier made another empassioned plea to New Brunswick residents who are unemployed due to COVID-19.&nbsp; Higgs wore a t-shirt saying \u201cStepping up for my New Brunswick\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Audio clip Higgs <\/strong>clip 6<\/p>\n\n\n\n<figure class=\"wp-block-audio\"><audio controls src=\"https:\/\/www.chmafm.com\/welcome\/\/wp-content\/uploads\/2020\/05\/Higgsclip-6.mp3\"><\/audio><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><em>I&#8217;ve seen the labor force statistics for April that shows nearly 50,000 new brunswickers are out of work over the past two months due to COVID-19. Certainly reopening businesses will help reduce that number. We also have a number of jobs open in our agriculture and agriculture sectors that need your help.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last week, Higgs announed the launch of the government\u2019s new job matching website:&nbsp; workingNB.ca<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Higgs says 188 people have registered on the site so far, along with 54 different employers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">___<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Higgs also says he is in talks with Premier Dennis King of PEI about opening the border between New Brunswick and the island, but not until early summer.&nbsp;&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">___<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In National news:    Canada lost almost two million jobs in April, according to the latest Statistics Canada numbers released today. The unemployment rate climbed to 13 per cent as a result of the pandemic, compared to 7.8 per cent in March.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Canada Emergency Wage Subsidy is being extended beyond June. The program helps cover 75 per cent of employee wages for businesses impacted by COVID-19. Originally, it covered wages for up to 12 weeks, retroactive from March 15 to June 6.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The federal government has announced $500 million in support for arts, culture, heritage and sports sectors during the pandemic. Heritage Minister Steven Guilbeault made the announcement Friday.<\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p class=\"wp-block-paragraph\">Closer to home:   <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sackville Town Councillor Bruce Phinney will receive a formal reprimand for violating the town\u2019s new Code of Conduct.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During an online meeting held last Wednesday night, town council authorized Mayor Higham to send Phinney a letter reprimanding him for disclosing confidential information.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The motion was read by Councillor Andrew Black and approved unanimously.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>AUDIO CLIP<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-audio\"><audio controls src=\"https:\/\/www.chmafm.com\/welcome\/\/wp-content\/uploads\/2020\/05\/May-6-second-motion-1.mp3\"><\/audio><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Council also called on Phinney to admit publicly that he violated the Code and to sign a statement promising to abide by its conditions in future.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Most of Wednesday\u2019s town council meeting was held behind closed doors, so it\u2019s not clear exactly how Councillor Phinney breached the Code of Conduct.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But, it appears he may have disclosed confidential information about at least one of the candidates who applied to become Sackville\u2019s new Chief Administrative Officer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Council appointed town manager Jamie Burke to the post last month.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Phinney opposed Burke\u2019s appointment saying there were better candidates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Phinney made his comments during a special council meeting in April held by telephone because of the COVID-19 emergency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The town later released a recording of the meeting with more than thirty seconds deleted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Councillor Phinney has been given seven days to sign the new Code of Conduct that was approved in March.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Phinney himself voted against it saying the Code was an attempt to silence Sackville\u2019s town councillors.<\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p class=\"wp-block-paragraph\">Mount Allison University has hired a new provost and vice-president academic.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dr. Jeffrey Hennessy will begin his five-year term on July 1st.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hennessy will become Mount Allison\u2019s senior academic officer, responsible for planning and managing the University\u2019s academic affairs.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hennessy will oversee teaching, research, and libraries, as well as administrative and general services.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hennessy is a musician, musicologist and music professor, most recently teaching at Acadia University in Wolfville, Nova Scotia.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At Acadia, Hennessy served as director of the School of Music and later Dean of Arts.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hennessy is also a musician in his own right, with an active career writing, recording and performing up until about 2014, when he took over as Dean of Arts at Acadia.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hennessy says he is excited to join Mount Allison, where he was once briefly a student.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mount Allison University President Dr. Jean-Paul Boudreau says that Hennessy is \u201cwell equipped to help advance Mount Allison\u2019s strategic planning, initiated by the University last year.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">_______<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Department of Tourism, Heritage and Culture will be funding online artistic and cultural performances during the COVID-19 pandemic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The COVID-19 Special Projects Fund will give artists up to $2000 for an artistic presentation on social media.&nbsp; Arts organizations and cultural businesses can also apply, and get funded to expand digital promotions and offerings.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All proposals must respect any physical distancing and self-isolation directives issued by the provincial government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8212;&#8211;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That was the CHMA daily news roundup.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Are there stories you\u2019d like to hear told on your local airwaves?&nbsp;
