On Wednesday, Houston issued a statement announcing a four-metre high, 500-metre-long berm will be constructed behind a section of dyke that runs along the La Planche river outside of Amherst.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A map of the project shows plans to build a one-kilometre-long access road extending from existing roads that access the windmills visible from the Trans Canada Highway, and the aboiteau that allows freshwater in the La Planche river to flow out when the tide is low.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to Nova Scotia Public Works project lead Kevin Bekkers <a href=\"https:\/\/www.cbc.ca\/listen\/live-radio\/1-38-maritime-noon\/clip\/16101703-on-phone-in-physiotherapist-laura-lundquist-answers-questions-pain\">speaking on CBC\u2019s Maritime Noon<\/a>, the work will cost $2 million to complete, and is not considered part of the Chignecto Isthmus Resiliency Project being managed by a cross-border working group.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Local MLA Elizabeth Smith McCrossin didn\u2019t get advance notice of the major project in her constituency, but says her initial reaction to the news on Tuesday was positive.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI was really pleased to see something finally happening and actually getting shovels in the ground,\u201d said Smith-McCrossin on Wednesday. However, says McCrossin, \u201cI was surprised at how little is actually going to get done.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to an engineering study on how to protect the Isthmus released in 2022, there\u2019s approximately 35 kilometres of dykes currently holding tidal waters at bay.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Smith-McCrossin says that while she \u201ccertainly would have liked to see more than this\u2026 it is something to get us started.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere are definitely areas that are more vulnerable than others,\u201d says Smith-McCrossin, \u201cand we can&#8217;t wait 10 years to get those areas of most vulnerability started.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Communications Nova Scotia spokesperson Blaise Theriault says by email that the berm will help \u201cback up\u201d a section of dyke that \u201cwas identified as being vulnerable\u201d, and that the project will \u201chelp prevent possible storm damage to the town of Amherst, Trans-Canada Highway, and rail line.\u201c<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Smith-McCrossin says &#8220;this is an area that local farmers have been asking to have work done on for quite a few years.&#8221;<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter size-large\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1280\" height=\"931\" sizes=\"(max-width: 1280px) 100vw, 1280px\" src=\"https:\/\/www.chmafm.com\/welcome\/wp-content\/uploads\/2024\/10\/Untitled-design1-1280x931.jpg\" alt=\"\" class=\"wp-image-52361\" srcset=\"https:\/\/www.chmafm.com\/welcome\/wp-content\/uploads\/2024\/10\/Untitled-design1-1280x931.jpg 1280w, https:\/\/www.chmafm.com\/welcome\/wp-content\/uploads\/2024\/10\/Untitled-design1-600x436.jpg 600w, https:\/\/www.chmafm.com\/welcome\/wp-content\/uploads\/2024\/10\/Untitled-design1-768x558.jpg 768w, https:\/\/www.chmafm.com\/welcome\/wp-content\/uploads\/2024\/10\/Untitled-design1-1536x1117.jpg 1536w, https:\/\/www.chmafm.com\/welcome\/wp-content\/uploads\/2024\/10\/Untitled-design1-1320x960.jpg 1320w, https:\/\/www.chmafm.com\/welcome\/wp-content\/uploads\/2024\/10\/Untitled-design1.jpg 1920w\" \/><figcaption class=\"wp-element-caption\">Detail from a map from Nova Scotia Public Works, with additional markings added in black and white. <\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The berm will sit about 100 metres inland from the dyke, in agricultural land.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CHMA has reached out for further clarification on how the 500-metre berm will protect against tidal waters from the La Planche river in the event of a dyke breach.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Click here to see <a href=\"https:\/\/www.chmafm.com\/welcome\/wp-content\/uploads\/2024\/10\/CIRP-Construction-Access-Oct-9th-2.pdf\">the full pdf map from Nova Scotia public works<\/a>. <\/em><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">No public tender and impending election call<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Smith-Mcrossin says she\u2019s pleased that the work has been contracted to a local company, but has also heard complaints on Wednesday that the $2 million contract did not go out to public tender. \u201cIt was awarded through an alternative procurement process,\u201d says Smith-McCrossin, \u201cso there was no public tender and no ability for other companies to bid or to try to get the work. So there&#8217;s been some disappointment expressed to me from other local contractors.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Theriault confirms the project &#8220;did not go to public tender and was awarded through the alternative procurement process on an emergency basis.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Smith-McCrossin thinks the rush to award the contract could be related to an expected election call by Premier Tim Houston in Nova Scotia. \u201cWe&#8217;re sort of predicting he&#8217;s going to drop the writ in the next week or two,\u201d says Smith-McCrossin. \u201cHe\u2019s got to quite a few sort of campaign announcements this week, and I look at the one that was done [Tuesday] with the Isthmus, that&#8217;s probably the motivation.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In his <a href=\"https:\/\/news.novascotia.ca\/en\/2024\/10\/15\/province-puts-shovels-ground-protect-chignecto-isthmus\">statement on Tuesday<\/a>, Houston doesn\u2019t explain the lack of public procurement, but does say, \u201cthis work needs to be done now. We know Nova Scotians are worried, and we are taking action to protect them.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He also calls again on Liberal MPs to \u201cshow leadership on this crucial issue, fully fund the project and do what is right for Nova Scotians.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The<a href=\"https:\/\/www.chmafm.com\/welcome\/a-new-battle-of-chignecto-sees-provinces-and-federal-government-dodging-the-bill-to-protect-the-isthmus\/\"> provincial and federal governments have been squabbling<\/a> over who will pay for the estimated $650 million project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last month Houston sent a letter to Nova Scotia\u2019s Liberal MPs asking them to support full federal funding, which raised the ire of federal ministers Dominic Leblanc and Sean Fraser. The ministers responded with letters to their respective premiers, threatening to reallocate $325 million in federal contributions that had already been announced to go towards the project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And yet, some progress has been made on the file. In late September the working group established by the provinces to oversee what is now called the Chignecto Isthmus Resiliency Project hired Colliers Canada as project managers. Although neither provincial government would say who would cover the estimated $500,000 contract.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Smith-McCrossin says she hopes the Isthmus project will proceed as soon as possible, but also under normal procurement rules. \u201cI really think that the Chignecto Isthmus is more important than political games,&#8221; says Smith-McCrossin, &#8220;and it needs proper planning and proper procurement processes.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Work on the 500 meter berm is expected to start this week.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Nova Scotia premier Tim Houston has announced \u201cshovels in the ground\u201d on the Chignecto Isthmus.
