{"id":66201,"date":"2025-10-20T09:45:00","date_gmt":"2025-10-20T12:45:00","guid":{"rendered":"https:\/\/www.chmafm.com\/welcome\/?p=66201"},"modified":"2025-10-21T09:00:33","modified_gmt":"2025-10-21T12:00:33","slug":"tantramar-council-allocates-525k-to-dorchester-fire-hall","status":"publish","type":"post","link":"https:\/\/www.chmafm.com\/welcome\/tantramar-council-allocates-525k-to-dorchester-fire-hall\/","title":{"rendered":"Tantramar Council allocates $525K grant to Dorchester Fire Hall"},"content":{"rendered":"\n<h3 class=\"wp-block-heading\">Provincial Funding for infrastructure projects to go exclusively to $1.3 million over budget Fire Hall construction project.<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">After a packed first half of last week Tuesday\u2019s Tantramar council meeting focused on NB Power and ProEnergy\u2019s proposed natural gas and diesel plant near Centre Village council turned their attention to the 2026 budget and a series of infrastructure and funding decisions.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Regional Service Commission budget highlights<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Council began with a presentation from the Southeast Regional Service Commission (SERSC) on its 2026 budget. SERSC\u2019s Stephanie Thorne highlighted how the organization has been stacking provincial and federal funding to ease financial pressure on municipalities. That\u2019s free funding for municipalities to be able to bring their costs down,\u201d said Black.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Dorchester Fire Hall to receive entire amount of provincial capital funding<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The funding theme continued with a major investment decision for the new Dorchester Fire Station. Council voted to allocate about $525,000 from the province\u2019s new Capital Renewal Fund toward the fire hall project. The fund is part of a 10-year provincial program meant to help municipalities replace or upgrade existing infrastructure.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img data-dominant-color=\"978b8a\" data-has-transparency=\"false\" style=\"--dominant-color: #978b8a;\" decoding=\"async\" width=\"975\" height=\"732\" sizes=\"(max-width: 975px) 100vw, 975px\" src=\"https:\/\/www.chmafm.com\/welcome\/wp-content\/uploads\/2025\/10\/firehall.avif\" alt=\"\" class=\"wp-image-66213 not-transparent\" srcset=\"https:\/\/www.chmafm.com\/welcome\/wp-content\/uploads\/2025\/10\/firehall.avif 975w, https:\/\/www.chmafm.com\/welcome\/wp-content\/uploads\/2025\/10\/firehall-600x450.avif 600w, https:\/\/www.chmafm.com\/welcome\/wp-content\/uploads\/2025\/10\/firehall-768x577.avif 768w\" \/><figcaption class=\"wp-element-caption\"><sup>Rendering of Dorchester&#8217;s new Fire Hall | Photo: TantramarNB<\/sup><\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The motion, introduced by Councillor Debbie Wiggins-Colwell, passed unanimously. Of that $525,000 nearly half will go toward upgrading the building with a standing-seam metal roof and snow-retention system at a cost of just under $240,000 plus HST, awarded to Rice Contracting Limited.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Deputy Mayor Matt Estabrooks said the higher-quality roof is worth the investment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have to look at it as an investment. Standing seam metal is definitely the way to go,\u201d said Estabrooks. \u201cI\u2019m glad this made itself available. Some councillors questioned the added expense, but the motion carried without opposition.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Council divided on sewer repair work in Bayview Estates<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Council next addressed an unexpected sewer issue in Bayview Estates near Queens Road. During subdivision work, crews uncovered a brittle section of concrete sanitary line lying unusually close to the surface. Town Engineer Jon Eppell told council the pipe had deteriorated severely.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe sewer was found to be closer to the surface than anticipated, with only about a foot of cover in places,\u201d said Eppell. \u201cAs a result, it\u2019s suffered from freeze-thaw cycles, and the concrete pipe is quite brittle. When touched, it\u2019s fallen apart.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Staff recommended replacing 47 metres of pipe at a cost of about $24,000 plus HST, with a $5,000 contingency, to be completed by MacArthur\u2019s Paving and Construction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The decision quickly turned into a debate about whether Tantramar should continue outsourcing this kind of work. Councillor Barry Hicks opposed contracting it out, arguing that municipal staff could handle the repair.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI do not agree with tendering it out. That\u2019s almost a full-time employee,\u201d said Goguen. \u201cMaybe we should be looking at staffing levels.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite the criticism, the motion passed, with Hicks, Phinney and Wiggins-Colwell voting against.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Pedestrian safety review coming for Dorchester<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Council also approved a motion from Wiggins-Colwell requesting a pedestrian safety study in Dorchester. The study will focus on Route 106, including intersections at Woodlawn Road and Cape Road, and will examine crosswalk access and sidewalk conditions. The motion passed unanimously and will return to council once staff develop recommendations. No timeline has been provided.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">A vote towards transparency<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Before adjourning, council revisited the proposed ProEnergy and NB Power gas plant near Centre Village.
