It is the <em>Freshwinds Eco-village Housing Co-operative<\/em>*<\/sub><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Tight start to the 2026 budget<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The word from Treasurer Michael Beal is that things are going to be &#8216;tight&#8217;.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tantramar council met Tuesday night for more than two hours to review its first draft of the 2026 operating budget. Staff say the budget is tight, with limited flexibility and ongoing financial pressure from the province\u2019s property assessment freeze.<\/p>\n\n\n\n<p class=\"has-text-align-left wp-block-paragraph\"><sup>Hear the story below:<\/sup><\/p>\n\n\n\n<figure class=\"wp-block-audio\"><audio controls src=\"https:\/\/www.chmafm.com\/welcome\/wp-content\/uploads\/2025\/11\/Nov-3-2025-6_24-length-budget-meeting-2.mp3\"><\/audio><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Beal told councillors the municipality is starting the year in the red. Tantramar expects about $298,000 in new assessment revenue for 2026, but $183,000 of that will reimburse the <em>Freshwinds Eco-village Housing Co-operative<\/em>* &#8211; the only property under the town\u2019s tax-incentive program. Wage increases will cost another $365,000, leaving a starting deficit of roughly $250,000.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To balance the draft, Beal removed a $250,000 transfer that would normally go into a reserve fund for future capital projects. He also shifted about $150,000 for new fire-department radios into the capital budget.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Assessment frustrations and property gaps<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Beal said one of his biggest frustrations is how unevenly properties are assessed across Tantramar. He said homeowners continue to see steady increases, while institutional and government properties such as schools, hospitals, and the Dorchester Penitentiary remain largely flat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGeneral residential, which would be everybody that owns a house, went up 2.12 percent, and general non-residential went up 2.14 percent,\u201d said Beal. \u201cProvincial residential and provincial non-residential went up 1 percent for residential and 0.01 percent for non-residential. Federal residential and federal non-residential, zero flat.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A recent Plan 360 report showed $7 million in building permits for institutional properties, but assessed values rose by only $2 million.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Provincial policies under fire<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mayor Andrew Black said the province\u2019s property-tax freeze is placing more pressure on municipalities and taxpayers.<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter size-large\"><img data-dominant-color=\"978777\" data-has-transparency=\"false\" style=\"--dominant-color: #978777;\" decoding=\"async\" width=\"1280\" height=\"1280\" sizes=\"(max-width: 1280px) 100vw, 1280px\" src=\"https:\/\/www.chmafm.com\/welcome\/wp-content\/uploads\/2025\/10\/20251014_190343-1-1280x1280.avif\" alt=\"\" class=\"wp-image-66214 not-transparent\" srcset=\"https:\/\/www.chmafm.com\/welcome\/wp-content\/uploads\/2025\/10\/20251014_190343-1-1280x1280.avif 1280w, https:\/\/www.chmafm.com\/welcome\/wp-content\/uploads\/2025\/10\/20251014_190343-1-600x600.avif 600w, https:\/\/www.chmafm.com\/welcome\/wp-content\/uploads\/2025\/10\/20251014_190343-1-300x300.avif 300w, https:\/\/www.chmafm.com\/welcome\/wp-content\/uploads\/2025\/10\/20251014_190343-1-768x768.avif 768w, https:\/\/www.chmafm.com\/welcome\/wp-content\/uploads\/2025\/10\/20251014_190343-1-1536x1536.avif 1536w, https:\/\/www.chmafm.com\/welcome\/wp-content\/uploads\/2025\/10\/20251014_190343-1-2048x2048.avif 2048w, https:\/\/www.chmafm.com\/welcome\/wp-content\/uploads\/2025\/10\/20251014_190343-1-1320x1320.avif 1320w\" \/><figcaption class=\"wp-element-caption\"><sup>Mayor Andrew Black from October 15th meeting |  (Clinton Davis\/CHMA News)<\/sup><\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c92.9% of our funding to do everything that we have to do within our municipality is rom property taxes,\u201d said Black. \u201cThe provincial average across the province is 84%, which is incredibly high.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He added that the decision to freeze assessments was made unilaterally by the province, without input from municipalities. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis decision was made without asking any municipalities if they felt that this was a good idea,\u201d he said. \u201cIt was not asked of any municipal association in the province if this was a good idea. It was made unilaterally by the provincial government.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Highway calls and no compensation<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fire Chief Craig Bowser told council Tantramar\u2019s fire departments responded to 76 highway calls last year, including collisions and medical assists on provincial roads. \u201cWe get a lot of calls on the highways, 76 last year alone,\u201d said Bowser. \u201cWe don\u2019t get compensated for that, and our resources are stretched when we\u2019re out on the highway.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Beal confirmed the same applies to policing. \u201cDo we get anything for highways? The answer to that is no,\u201d he said. \u201cAnd the same in policing? No.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Infrastructure concerns and public works<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The discussion also turned to infrastructure. Councillor Bruce Phinney said it\u2019s time to tighten spending and hold rates steady. \u201cMaybe it\u2019s time for us to really hold things as they are, tighten our belt and find ways of being able to still provide the services that we do,\u201d said Phinney.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Acknowledging the &#8216;unpopular opinion&#8217;, Councillor Allison Butcher argued that a modest increase would have minimal impact on most households. \u201cIf someone has a $300,000 home and it goes up one and a half cents, they\u2019re paying a total of $45 more for the whole year,\u201d said Butcher. \u201cThat\u2019s a sweater. I can do without one sweater. We\u2019re talking the cost of a coffee a month.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Council will meet again today at 3pm for further budget discussions.
