Both council and residents have said they learned about the proposal through a press release, rather than direct consultation.<\/p>\n\n\n\n<p class=\"has-text-align-left wp-block-paragraph\"><sup>Hear the audio below:<\/sup><\/p>\n\n\n\n<figure class=\"wp-block-audio\"><audio controls src=\"https:\/\/www.chmafm.com\/welcome\/wp-content\/uploads\/2025\/12\/Dec-19-2025.mp3\"><\/audio><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Before any technical discussion began, Mayor Andrew Black spent more than seven minutes laying out strict ground rules. And NB Power is here.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">&#8220;It\u2019s complicated&#8221;<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">NB Power\u2019s chief commercial officer Brad Coady led the presentation. He was joined by three other NB Power staff, including environmental manager Matt Gorman. Central to that argument was what he called synchronous condenser technology, which does not burn fuel and produces no emissions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt does not use any natural gas or emit any emissions whatsoever,\u201d he said. \u201cIt allows the grid to have more renewables than otherwise we would.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said the Centre Village site was chosen because it is one of the few places in the province where existing transmission lines and the Maritimes &amp; Northeast gas pipeline intersect on a single parcel of land.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe scoured New Brunswick for the right site,\u201d Coady said. \u201cThere is no ideal site for a project like this.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Why not batteries?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Several councillors questioned why battery storage was not being prioritized instead of gas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Councillor Josh Goguen pointed to NB Power data showing that peak demand occurs in short morning and evening windows.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThese critical times being between seven and nine on cold days sounds like the perfect candidate for battery storage,\u201d Goguen said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Coady said battery storage had been studied extensively, but current technology cannot address multi-day reliability risks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe longest spell we went without appreciable wind in 2024 was 71 hours,\u201d he said. \u201cBatteries are good for four hours. What happens on day three?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He also warned that New Brunswick\u2019s power system has already come close to its limits.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe had many days that we were very close to running out of power in New Brunswick,\u201d Coady said. \u201cWe were down to our last maybe one to 200 megawatts available in terms of additional supply. Our ears are open.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">\u2018East Coast courtesy\u2019 and communication breakdown<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Black repeatedly returned to what he described as a breakdown in trust and basic communication.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTo find out through a press release \u2013 for a project this big and this controversial \u2013 was shocking,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Coady agreed the municipality should have been informed earlier.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat was a miss,\u201d he said. \u201cThere was no intent to disrespect the municipality, but it fed mistrust.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Water, risk and liability<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Water protection emerged as one of the most emotional topics of the night, with councillors raising concerns about wells, aquifers, drought, and long-term impacts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou can\u2019t drill a well and expect there to be no impact,\u201d Coady said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gorman said groundwater studies are required before any environmental approval is granted.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large is-resized\"><img data-dominant-color=\"827467\" data-has-transparency=\"false\" loading=\"lazy\" decoding=\"async\" width=\"1280\" height=\"721\" sizes=\"(max-width: 1280px) 100vw, 1280px\" src=\"https:\/\/www.chmafm.com\/welcome\/wp-content\/uploads\/2025\/12\/20251217_193805-1-1280x721.avif\" alt=\"\" class=\"wp-image-70356 not-transparent\" style=\"--dominant-color: #827467; width:527px;height:auto\" srcset=\"https:\/\/www.chmafm.com\/welcome\/wp-content\/uploads\/2025\/12\/20251217_193805-1-1280x721.avif 1280w, https:\/\/www.chmafm.com\/welcome\/wp-content\/uploads\/2025\/12\/20251217_193805-1-600x338.avif 600w, https:\/\/www.chmafm.com\/welcome\/wp-content\/uploads\/2025\/12\/20251217_193805-1-768x432.avif 768w, https:\/\/www.chmafm.com\/welcome\/wp-content\/uploads\/2025\/12\/20251217_193805-1-1536x865.avif 1536w, https:\/\/www.chmafm.com\/welcome\/wp-content\/uploads\/2025\/12\/20251217_193805-1-2048x1153.avif 2048w, https:\/\/www.chmafm.com\/welcome\/wp-content\/uploads\/2025\/12\/20251217_193805-1-1320x743.avif 1320w\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere is no way to get an environmental determination without answering that question,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Councillors also asked what would happen if contamination or other environmental harm occurred years later.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf something shows up in testing and it becomes unsafe for people, that would cause us to rethink the entire project,\u201d Coady said.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Why was NB Power so surprised?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">In his intro, Coady cited how suprised NB power had been by provincial growth and demands. After the meeting, Coady told CHMA News: \u201cThere\u2019s a difference between plans to grow population and actually seeing the population grow.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He pointed to rapid growth between 2020 and 2024, calling it unprecedented in modern provincial history.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you were to look at quarter over quarter growth in New Brunswick, we would\u2019ve seen numbers that we have not seen in a long time\u2026 post World War II times,\u201d Coady said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He added that regulators require real-world data before approving major infrastructure projects.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe actually have to see the numbers and see the science to back it up,\u201d he said.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">How will this be decided?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Despite the intensity of the discussion, Tantramar council did not approve or reject the project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The RIGS facility must still undergo provincial environmental assessment, technical review, and hearings before the New Brunswick Energy and Utilities Board.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Coady warned that delays could push the project\u2019s in-service date past 2028.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf this slips, the consequence is energy shortages starting as early as 2028,\u201d he said.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large is-resized\"><img
