A committee of the whole meeting is a council session where all councilors meet informally to discuss reports and policy direction before decisions are brought to a regular council meeting for a final vote. The three-hour meeting covered planning and zoning changes, bylaw updates, Indigenous event approvals, and other policy items being prepared for future decisions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hear the story below:<\/p>\n\n\n\n<figure class=\"wp-block-audio\"><audio controls src=\"https:\/\/www.chmafm.com\/welcome\/wp-content\/uploads\/2026\/02\/Feb-4-2025.mp3\"><\/audio><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\">Rising demand, fixed funding<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">During the meeting, staff told council they received more than $200,000 in community development grant applications this year, while just $137,500 is available in the municipal budget.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Matt Pryde is the director of active living and culture.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s everybody\u2019s favorite time of year where we get to give money to deserving community organizations,&#8221; said Pryde, &#8220;Overall there was over $200,000 in requests, which is about a $10,000 increase from last year. And the operational budget we have is $137,500 for funding.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">How decisions are made<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Councillors asked how staff decide which organizations receive full funding and which receive less.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Councillor Allison Butcher questioned the review process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSome of the things, they got something last year, they requested the same this year, they get the same this coming year. Others request a larger amount and get a smaller amount\u2026 Can you remind me of what the process is for how you decide if someone gets the full amount that they\u2019ve requested or a portion of it?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pryde said staff use a scoring matrix, but acknowledged the limits of the budget.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere\u2019s only so much money to go around, so a lot of the time it just ends up being what they asked for the previous year, unless there\u2019s something that they\u2019ve added to their application.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Small increases, hard trade-offs<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Some councillors pushed for modest increases to specific organizations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Deputy Mayor Debbie Wiggins-Colwell pointed to a $200 request tied to seniors programming.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI know this is not a substantial amount, the 200 extra dollars, but I believe this chapter would really do great at spending the extra $200 they requested.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pryde said even small increases would require taking funding from elsewhere.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s a matter of where we\u2019re going to take the other $200 from somebody else.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Awareness gaps after amalgamation<\/h3>\n\n\n\n<figure class=\"wp-block-image size-full\"><img data-dominant-color=\"9d9189\" data-has-transparency=\"false\" style=\"--dominant-color: #9d9189;\" decoding=\"async\" width=\"1169\" height=\"1074\" sizes=\"(max-width: 1169px) 100vw, 1169px\" src=\"https:\/\/www.chmafm.com\/welcome\/wp-content\/uploads\/2026\/02\/Screenshot-2026-02-03-232350.avif\" alt=\"\" class=\"wp-image-73799 not-transparent\" srcset=\"https:\/\/www.chmafm.com\/welcome\/wp-content\/uploads\/2026\/02\/Screenshot-2026-02-03-232350.avif 1169w, https:\/\/www.chmafm.com\/welcome\/wp-content\/uploads\/2026\/02\/Screenshot-2026-02-03-232350-600x551.avif 600w, https:\/\/www.chmafm.com\/welcome\/wp-content\/uploads\/2026\/02\/Screenshot-2026-02-03-232350-768x706.avif 768w\" \/><figcaption class=\"wp-element-caption\">Councilor Barry Hicks says something needs to be done to better inform LSD about grants | Photo: Clinton Davis \/ CHMA News<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Council also heard that some groups missed out entirely, not because of merit, but because they were unaware they could apply.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Councillor Barry Hicks raised concerns about lingering confusion following amalgamation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey did not realize that they could apply for grants\u2026 with the new reform, LSDs don\u2019t know what they can do and what they can\u2019t do.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hicks said that context should be considered when reviewing applications.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSo we gotta understand that too when we\u2019re looking at it.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Partial funding and new applicants<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Councillor Bruce Phinney pointed to events receiving only partial funding, despite strong community support. He also raised concerns about the growing number of new applicants.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPeople will ask me who are they we\u2019re passing, giving them money, and I have to say, I have no idea who they are, where they\u2019re from or whatever.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Staff said information about applicants would be shared with council, but no changes were made to the recommended funding list.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In total, 55 organizations applied for funding across all grant categories.
