A vote on Tantramar’s municipal budget is fast approaching, but as council considers its options, ongoing fairness concerns over taxation since amalgamation continue to be a significant part of discussions.

On Monday, councillors heard Treasurer Michael Beal present a draft of the municipality’s 2027 general budget, which prompted a conversation over how to address residents—particularly those in the former local service districts (LSDs)—who feel they are paying more in taxes for services they don’t receive.

Since amalgamation, tax rates for the former LSDs have seen larger increases than the former towns of Sackville and Dorchester due to the process initiated by the provincial government, which sought to reach a sort of parity in taxation within amalgamated municipalities like Tantramar.

The end goal of this process was for former LSDs to pay 90 per cent of the rates paid in the former towns for shared services, which include things like recreation, culture, tourism and economic development.

Councillor Barry Hicks, who represents residents of the former LSDs in Ward 2, contends that 90 per cent is an unrealistic number, particularly as the largest expenditure in the municipality’s operating budget is engineering and public works, something the former LSDs pay $0.04115 per $100 of assessed value in taxes to the province to cover.… Continue

“Ever caught a glimpse of a conversation, and imagined someone’s entire life? A decade before doomscrolling and algorithms ruled our lives, Love & Information anticipates how scraps of dialogue and breathless half-moments contain entire worlds. In this ensemble piece, eight actors perform over 100 roles in a genre-defying theatrical experience that explores the extraordinary and everyday moments that make us human.”

Valmai and Jax came by the CHMA studios to discuss what will surely be an epic performance of Caryl Churchill’s Love & Information. A decade before doomscrolling and algorithms ruled our lives, Love & Information anticipates how scraps of dialogue and breathless half-moments contain entire worlds.
A new climate adaptation plan is headed back to Tantramar council in November, with councillors asking municipal staff to identify which of its recommendations would involve work beyond what the municipality is already doing.

EOS Eco-Energy spent the past two years developing the document, which makes 52 recommendations for Tantramar. Executive director Brittany Cormier presented the findings at Monday’s Committee of the Whole meeting, where councillors also raised questions about the costs of putting the plan into practice.

“The last adaptation plans for Sackville and Dorchester about 10 years ago did not address heat, drought or wildfires. Risks are changing, as are the consequences,” Cormier told council.

Sackville and Dorchester each had their own adaptation plans before amalgamation, completed in 2016 and 2017. Both focused primarily on flooding. For the latest project, EOS worked with municipal staff and residents to look at climate risks throughout Tantramar, rather than limiting its work to the two former municipalities.

Flooding is still a concern, especially around the Chignecto Isthmus. Engineers from the AIM Network contributed an assessment of local infrastructure, looking at areas where rising water could damage roads or cut off access to nearby communities.

Shelters, flooding and stormwater management

The plan also addresses how residents would find shelter during emergencies. In Sackville, the Tantramar Veterans Memorial Civic Centre already serves that purpose, but a survey conducted during the project found that some residents were unaware of the facility’s role.… Continue

Tantramar’s Climate Change Advisory Committee is urging council to push for stronger environmental safeguards at the proposed RIGS gas plant near Centre Village, saying the province’s approval leaves important questions about monitoring and public access to information unanswered.

Doug Bliss, who chairs the committee, brought its findings to Monday’s Committee of the Whole meeting after members spent several weeks examining the 45 conditions attached to the province’s approval. The committee is particularly concerned about how the plant’s effects on air quality and groundwater would be tracked, and whether Tantramar would receive enough information to respond to problems.

“In the opinion of the Climate Change Advisory Committee, the environmental assessment requirements represent minimum standards that do not adequately address the concerns of this council nor the people of Tantramar,” Bliss said.

The review followed council discussions in September, when the committee was asked to examine the conditions. Bliss told councillors that several members had experience with government environmental assessments, and described the findings as their collective professional opinion.

The province approved the proposed 500-megawatt facility in August. PROENERGY will develop and operate the plant, which NB Power says is needed to provide backup electricity and help maintain grid stability.

Bliss said the committee found many of the requirements were similar to those used for other industrial projects in New Brunswick.… Continue
